Research On Institutional Reform Of Q County L Town Under The Background Of Rural Revitalization

The new round of the Party and State Institutional Reform aims to promote the modernization of the national governance system and governance capacity.After the reform of the Party Central Committee,provinces,cities and counties,the reform of township institutions began one after another,the L Town of Q County in Hebei Province has completed its institutional reform in June 2020.The new round of township institutional reform is of great significance to the construction of a simple and efficient grass-roots governance system.The township government is the most basic political power organization in our country,which directly provides public service for the common people.Its ability to carry out its duties largely determines the concrete implementation of the higher level principles and policies at the grass-roots level.In particular,the strategy of rural revitalization was put forward in the 19 th National Congress of the Party,the new era has new tasks,which puts forward higher requirements for the level of grass-roots governance.It is of great significance to realize the strategy of rural revitalization to improve the ruling level and governance ability of township government through the reform of township institutions.Therefore,the research of township institutional reform under the background of rural revitalization has adapted to the needs of the times.This paper draws some inspiration from the relevant research results of scholars at home and abroad.Combined with the New Public Management Theory,the New Public Service Theory and the Public Governance Theory,this paper uses the literature analysis method,the case study method,the interview investigation method and the induction analysis method to carry on the thorough research to the L Town of Q County in Hebei Province institutional reform.This paper firstly summarizes the practical background of L town’s institutional reform,analyzes its necessity,and concludes the main practices in L town’s institutional reform,including clarifying responsibilities,undertaking examination and approval services,enforcing the law,adjusting the establishment of institutions,adjusting the staffing,etc.On this basis,we summarize its achievements in helping rural revitalization and improving governance ability.And deeply analyzed the problems existing in L town’s institutional reform,that is,the division of responsibilities is not clear,the personnel structure is unreasonable,and the function of the organization is not running smoothly.Based on the analysis of the reasons,it is found that the institutional reform of L town lacks endogenous motive force,the consciousness of team building is not strong,and the obstacles of system and mechanism still exist.Finally,the countermeasures to deepen the institutional reform of L town in the future are put forward: straighten out the relationship to clarify the responsibilities,do a good job in building the team to stimulate the vitality of the officers,perfect the system and mechanism to improve the efficiency of grass-roots governance.By analyzing the institutional reform of L town,it provides practical materials for other scholars to carry out the relevant research on the institutional reform in the future,and also provides reference for other towns to consolidate and deepen the achievements of institutional reform.
