A Study On The Village-level Organizations In The New Rural Construction

The great historical task of the new socialist rural construction explicitly proposed at the Fifth Plenary Conference of the 16th Session of CPC, objectively requires establishing corresponding organization carriers to fulfill the specific construction tasks. From the village-level speaking, the Village-level Organizations (VLOs) serve as bridge and bond between villagers and CPC and institutions, farmer households and markets, and also are the effective organization carriers to organize the scattered farmer households and"atomized"individual farmer to carry on the specific tasks of the new rural construction. They play an important role in improving agricultural production and increasing income for peasants, setting up the new habit of farmers and establishing the new look of the rural areas, strengthening the leadership of CPC's work in the rural areas and realizing the goal of democratic management. On the basis of research, the author makes a review on the history and the current situations of the construction of VLOs in China, and then sums up some problems on the construction of VLOs in the current new rural construction in China and analyses the reasons. Drawing on overseas successful experience in the construction of VLOs and relevant study achievements in this field, the author encircles the goal of the new rural construction and proposes some constructive countermeasures to strengthen the construction of VLOs in the new rural construction, which will provide strong guarantee of organizations for realizing and accomplishing the goal and task of the new rural construction of China.Based on the Marxist stand, viewpoint and method, the paper is instructed by the Deng Xiaoping Theory and the important thoughts of"Three Representatives". Meanwhile, the author adopts the documentary method and research method to discuss the construction of VLOs with the Marxist theory about party and the relevant theories of politics and sociology etc..Besides the introduction and conclusion, the main text consists of five parts.In the introduction, the author first states the reasons for selecting the study topic, and then defines several important concepts relating to it, such as the new rural and the new rural construction, natural village and administrative village, VLO, and last fixes the basic framework of the thesis after a simple overview on the study achievements of previous scholars.Partâ… : The author thinks that the VLOs play an important role in carrying on the specific tasks of the new rural construction. On one hand, the study on the construction of VLOs may promote the self-construction of VLOs; on the other, it may offer reference for the government to establish organization carriers which can carry on the tasks of the new rural construction. It also may make the farmers further know about the significance of VLOs and attract the society's attention and support to the construction of VLOs.Partâ…¡: It is about the development of VLOs after the founding of New China and the review of current situations of VLOs in the rural areas. In this part, the author gives a brief account of reconstructing the foundation of village organizations in contemporary China under the background of land reform and the people's commune system. Then he looks back to the history of the construction of VLOs since the reform and opening-up to the turn of last century, and also reviews the current situations of VLOs in China. Partâ…¢: It is about the problems and analyses of the construction of VLOs in the current new rural construction of China. After reviewing the history and the current situations of the construction of VLOs, the author thinks that the problems of the construction of current VLOs mainly exist not only in the structure of organization and the fixed position of function, but also in the relations between organizations and the leadership mechanism, in the construction of member team and operation mechanism, and in the external environment etc.. Meanwhile, the author analyses their reasons.Partâ…£: The author, from such aspects as the VLOs'structure and establishment, type and characteristic, operation mechanism and function, compares the construction of overseas VLOs, especially South Korea's VLOs in the New Rural Movement, with that of China. From the comparison, four points of enlightenment are offered for reference to the construction of VLOs in the new rural construction of China. They are expanding the villagers'self-governed rights and adjusting the structures and establishment forms of VLOs, straightening out the relations between organizations and establishing and perfecting the VLOs'operation mechanism, strengthening the construction of leadership member team and making the CPC members and cadres play an important role, improving the environment of law, system and policy for VLOs.Partâ…¤: On the basis of the study achievements of previous scholars, and combining his observation and thinking when making the research in Hong Yan village, Bei Dong Yuan village and Da Ling Shan village in Gong Cheng Yao Autonomous County, Guangxi, the author encircles the goal and requirement of the new rural construction and proposes some constructive countermeasures for the construction of VLOs in the new rural construction of China. They are playing the government's dominant role and leading the construction of VLOs; perfecting the structures of VLOs and clearing the function and work division of organizations; harmonizing the relations between VLOs and raising the conformity ability of VLOs; strengthening the construction of member team and perfecting the operation mechanism of organizations; improving the environments for VLOs and building strong economic foundations for VLOs.In the Conclusion, after summarizing the main ideas of the thesis, the author thinks that the"new village (construction) management commission"and the"villagers'executive council"established in natural village as a unit are the new bright point to the construction of VLOs in the current new rural construction of China, being of the new establishment forms of villager self-governed organization. In addition, the author brings the new-and-developing village-level specialized cooperative of peasants into the visual threshold of the study on construction of VLOs in the new rural construction, which develops certain new meaning at study angle.
