Water resource is a very precious natural resource with both economical and biology values. Along with the development of society and economy, its increasing close relationship with human development distinguishes itself as a most important resource. But water resource shortage in whole will curb china's economical development in 21st century. Nowadays water resource allocation by administrative method doesn't fit rapidly development multilateral economical relationship because it can't optimize water resource. A series of questions such as how to use limited water resource to meet the need of current generations living and development, how to make sure next generation's needs be met, how to minimize damage to environment while utilizing water resource, call thinking on points of human and nature, current need and next generation's need for optimizing water resources. A system of allocating water resources on base of market should be established have been proved succeeded in many countries. Just standing on this point, starting from basic water resource theory, this thesis researches the initial allocation water resource transaction, and analyzing how to form this mechanism, and deems it as the most reasonable and practicable method to optimize water resource. Thesis mainly views on the content of water resource right's clearance, and the choice of resource allocation, and regards the price of water resource right as the key for establish the mechanism. Author analyses the price forming principles for water resource price, it's consisting parts, and affective parts, and ended this thesis with suggestions for supervising water resource price and transaction market and optimize transaction market system of our country.
