As a kind of special population phenomenon, the floating people appeared after the beginning of the policy of reform and opening .And they had a significant influence on a region,and absorbed many scholars'attentions. On the one hand, the floating people have positive influence on economics and society. On the other hand ,they also produce some negative influence. As the biggest and the most floating people, Urumqi has contained almost 400 thousand floating people from outside XinJiang and more than 300 thousand in the area outside Urumqi but in Xinjiang province. At the same time, Urumqi also forms a series of effective management pattern, which is advantageous promote the development of Urumqi's economy, the stability of society ,the safe of inhabitant. But with the regional institutions about collection fee to the floating people have been cancelled. How to summarize a new management system and how to explore a new way to deal with the floating people in Urumqi is significant.There are four parts in this paper. The first chapter explains the correlative theories about floating people, which includes the overseas and the domestics. Furthermore, we also analyze the relative background of the policies and the basic conception. In the first chapter, we can get the macro-concept of floating people. The second chapter analyzes the history and the status quo of the floating people in Urumqi ,expounding the main characters of the management about floating people. The third chapter and the fourth chapter are the soul of this paper. The third chapter explains the main problems and puzzlements of the management of Urumqi's floating people. And the fourth chapter educes the measures and advice.
