The Research Of Floating People Service And Management

With the deepening of reform and opening up, the development ofurbanization is accelerating, the scale of rural labor force movements andmigration are increasing year by year, large numbers of people transferfrom the agricultural sector to urban areas, which lead to the shortage ofurban environmental resources, the increasing pressure on social servicesand social management. How to manage the floating people from otherprovince is a big subject put in all levels of government. The Provisionsof Shanghai Municipality on Services to and Management of ShanghaiInhabitants (for Interim Implementation) decided that the Public SecurityBureau take the shoulder to implement floating population service andmanagement. The police department take the main task to register thefloating population and urge them to apply for residence card accordingto the ongoing regulations.During the implementation process, the police department hasencountered many difficulties,for the floating populations are unwillingand inactive to make residence application, the residencing organizationis with scarce staffs, many illegalcases are being done by floating labors, few of them would makeresidence application before the crime.Nowadays,the academic has done some research regards of floatingpopulation, but few of them have given thought about whether it is reasonable and practical for the police to take the dominant duty offloating population management and service. This paper attempts toreveal the quo status of floating population management and services,gather the data from Shanghai Public Security Bureau, Changningsub-bureau,2police station of Changning as the sample, collect the datalike how many floating population would take the initiative to apply for aresidence permit, how comes the passive registration, how about therelationship between the residence registration and crime rate, how manyresidence registration have been done before the criminal case, how aboutthe cooperation between different administrative departments in the city,in order to further understand the existing the Shanghai floatingpopulation management policy, try to identify the problem andrecommended a new concept and view that the Public Security Bureauonly take the responsibility to manage the high-risk floating population,while introduce the third-party as social powers to register and collectbasic floating population’s information. Meanwhile, to improve theinformation platform between the administrative departments so as toconsolidate and share the information, provide the basis for the cityfloating population’s management and services.
