Research On The City Floating People Management Of China

Since reform and opening, society and economic of China happened tremendous and unprecedented changes. The rapid development of economic and the rapid change of social environment, not only changed the people's production and way of life, but also impacted the people's ideological concepts and value judgments. Since the end of the 70s in the 20th century, after the reform and opening, the strong desire of improving living environment and getting a better city life has become a powerful source for population movement, the moving wave from rural to urban is higher and higher. Migrant workers as the main body of the floating population have gradually become a major concern of social groups. Base on our country's basic national conditions and demographic trends, migrant workers as the main body of the floating population will exist for a long time. But management issues for the floating population, because of our traditional institutions and the impact of specific national conditions, there are more questions that can not meet the harmonious society: on the concept, about migrant workers are the main forces in city economic development or not, are material wealth creators or not, are industrial workers or not, are the party's foundation or not, are "new people"of cities or not, are the main force in building a harmonious society or not, and urban residents can understand each other or not, there is still a misunderstanding; on management system, such as service management system for the floating population, the social security system and public service system, there are some flaws. A lot of reasons cause this situation, such as the difference between urban and rural areas, "dualistic" economic, social structure and more stringent household registration system; these have severely constrained population flows. In the background of building a harmonious society, for the floating population the government's management capacity is continuously weakening trend because of a large number of population's disorder movement. Mismanagement of the floating population to the social stability and development has posed a great risk, therefore, changes in the traditional concept of floating population's management and improve the flow of population management system, has become important task imminent in the process of building a harmonious society. At the same time, flowing population and social harmony directly impact on the stability and development of society, therefore, strengthen the management of floating population are the most important task in the building of a harmonious society. At this stage, for the management of the floating population we should be around the idea of building a harmonious society, from the fair and democratic, stable and harmonious perspective to manage the floating population, thus to enhance their level of integration with society, thereby promoting a harmonious society by building.In this paper, urban social management system of floating population is studied from the perspective of public management. First of all, generally analyzing the management system of our society, and reviewing of the flow of urban population change in social management system, the situation of the planned economy period, the situation of reform and opening up, to prevent the flow-type social management system, and the subsequent dependency of social management system, revealing the city population of mobile social management system are transfer with the transformation of government functions, from the concept and social management system to analyze problems of the current flow population's management. After studying governance theory, the public social theory and social integration theory, in this paper we think we should take people as the foremost in the management of floating population, and bring up some ways to improve the city floating population management system: First, building employment services and training system which are unified in urban and rural; second, building the social security system which adapt to the characteristics of floating population; third, building public service system for floating population which cover urban and rural; fourth, building new China's household registration management system which adapt to urbanization; fifth, building the community service system which is under the guidance of the government.
