In the proposal for the 11th five-year plan concerning the country's economy and social development passed by the 5th session of the 16th CPC Central Committee of China, the motion of building a new socialist countryside, which constitute a new background for the construction of the party members in the rural.At present, the construction of new socialist countryside not only give the new requirements for rural economic and social development, but also given a new connotation for strengthening party building in rural areas; Rural brought both opportunities and challenges in construction, also put a higher demand for rural members. Generally speaking, the construction of the Party membership meets the demand of the reform and development of the countryside. As the backbone in building the new socialist countryside, most of the members have been working hard for the Party .They have broader view, more open in concept and more active in mind during the progress of building the new socialist countryside. And they have made great contribution to the reform and stability in countryside. Yet, according to the requirements of building the new socialist countryside, some defects exist among the team of the rural Party members. Under the new situation, how to further strengthen the building of the contingent of party members through building new socialist countryside, Party members often receive education and long-term tangible benefits to the masses has become an urgent solution to the important issue.
