Study Of Party Building In The Rural Grass-roots In The Construction Of New Socialist Countryside

Putting a premium on the construction of primary party organizations is a traditional advantage of our party as well as a salient feature of Marxist political party. The Party Central Committee has always adhered to it since the Third Plenary Session of the Eleventh Central Committee of the Party and the Third and Fourth Plenary Session of the Fifteenth Central Committee of the Party. Proceeding from the characteristics of countryside and realities in rural area, our party has defined the goals and requirements of the primary party organization construction. In the front line of work at the rural areas, the party organization at the village level opens a window for our Party to acquaint themselves with the countryside and is also responsible for the implementing, publicizing and executing the rural policy of our Party. It works as not only the bridge between our Party and the people but also the leader, impeller, organizer and implementer of building a new socialist countryside and harmonious countryside. In the new era with substantial success through the initiation of the reform and opening-up policy for thirty years, we have to ponder over the way of dealing with the newly emerging problems in the rural area, and take effective measures to guarantee the achievement of building a new socialist countryside put forward by the Party Central Committee.The arduous breakthrough and innovation of this thesis lie in the following two aspects:The first is to link up the rural grass-roots party construction with the goal of building a new socialist countryside. Holding on the party members- oriented philosophy to develop the grass-roots party organizations, we initiate the subjective function of party members and cadres in building a new socialist countryside. Thus, the concept of the well-being of mankind is taken as the value orientation of building a new socialist countryside by our party, in which people bridge the grass-roots party construction and building a new socialist countryside. The second is to raise the problem related to left-behind party members that there are no worthy successors of party members or cadres because of the drain of talent by migrant work.The thesis consists of an introduction and the body which can be subdivided into three parts.The first part is to analyze the importance of strengthening the grass-roots party organizations while building a new socialist countryside from two aspects. One is that improvement in grass-roots party organizations is the basic guarantee for building a new socialist countryside; the other is that it is an inexorable requirement to strengthen the grass-roots organizations for accurately defining the role of primary organizations in rural area. Building a new socialist countryside cannot do without solid political, economical and ideological bases as well as the principle of party-member orientation since the primary party organizations in rural area are playing roles of leaders, impellers, organizers and implementers in building a new socialist countryside.The second part mainly goes to analyze the current situation and problems of primary organizations in rural area during the process of building a new socialist countryside, which falls into four aspects including the composition of party membership, the quality of party cadres, the style and role of leadership in primary organizations and the friction between the Party branch committee at village level and the villagers'committee. The problems like aging of the party cadres, the drain of young party members, an increase in left-behind party members, the overall quality and leadership of party cadres at village level failing to meet the requirements in new era, serious friction between two committees have seriously impeded the role of grass-roots organizations and the process of building a new socialist countryside.In the third part, this thesis put forward countermeasures and suggestions for strengthening and improving the primary party organizations from four aspects including strengthening the ranks of party membership, party's organization and styles, and at the same time sticking to the two principles of people orientation and party-member orientation. Building a new socialist countryside is not only the goal of strengthening the grass-roots party organizations but also depends on how much the organizations play their central role.
