Analysis On The Housing Social Security Legal System

Housing is among the four fundamental necessities of human society, which includes"clothing, dining, housing, and traveling". With the further development of housing system renovations, the building of a relevant housing social security legal system has been brought into agenda. Focus on that, this paper is composed of three sections with six chapters.Section one is about the elements, with the first two chapters. Chapter one is an introduction of the housing social security system. It includes the definition of the concept and an analysis of its importance. The establishment and development of the housing social security system, the theoretical basis of its establishment. Chapter two is a summarization of the housing social security legal system. First, the author gives a description of the basic contents of the housing social security legal system and their legal relationship. Then the author takes a review of the development history of the housing social security legal system in our country. According to all above, the author argues that the right to adequate housing is one of the basic human rights. The country and government is under an obligation and should take the responsibility to establish and improve the housing social security legal system to help the citizens on this right. Section two consists of chapter three, chapter four and chapter five. Chapter three is mainly on example analysis. The author investigates the social security housing policy, economy housing policy and the low-rent housing policy in Xiamen, Guangzhou and Beijing, which are typical in our country. In chapter four, I analyze the problems in the development of the housing social security legal system in our country and their reason. In chapter five, the author takes the housing social security legal system in foreign countries as reference, and compares it with ours. The author finds that it's of great importance to implement legal security, government leading, and dynamic adjustment. The ranking of security level and the diversifying of security method is of great significance as well.In section three, the author sets forth on the aim and principles of the housing social security legal system, and proposes some ideas on its improvement.
