Research On Chinese Legal System Of Housing Security

Comrade Hu Jintao in his report to the Seventeenth National Congress of CPC points out: we must do our best to ensure that all our people enjoy their rights to education, employment, medical and old-age care, and housing, so as to build a harmonious society. It is Important to improve the legal system of housing security, if we want to achieve the objective of everyone has the housing right. The legal system of housing security has established recently, but there are some problems for some reasons. All over the world believe that the housing right is a basic human right. It is the government's responsibility to respect and protect the people's housing right. It has important significance to improve the legal system of housing security,protect people's housing right,realize the social justice,build the harmonious society.Firstly, this paper described the connotation and characteristics of housing security,the production and development of the legal system of housing security and the significance of establishing the legal system of housing security. Then it analyzed the theoretical basis of the legal system of housing security from the legal angle and economic angle. Thirdly, introduced the general situation of the legal system of housing security of England,America and Singapore. Finally, it obtained some problems of Chinese legal system of housing security through analysis on the development and present situation of Chinese legal system of housing security. Then proposed some recommendations to perfect the Chinese legal system of housing security, including: define the government's responsibility,establish the special management organization of the legal system of housing security,define the capital source of the legal system of housing security,improve the supervision of individual income,establish the system of personal credit,improve the supervision mechanism.
