Poverty is an eternal theme of human society. Among them, unclearand imperfect land property right result in farmers suffered fromseveral subjects and burden on farmers; Dual household registrationsystem has restricted the freedom of movement of farmers and theirliving space, has deprived farmers' economic opportunities to raiseincomes and living standards; Dual social safeguard system result inthe lack of minimum safeguard used for escaping the crisis, the lackof the ability to resist risks; The unfair pricing system cause thefarmers' exchange at a serious disadvantage, the villages' remainingfunds, even the normal funds for production are transferred to theurban areas (industry), the normal reproduction of farmers has beendestroyed; The strategy that sacrifices the agriculture and givespriority to the development of industry, has strengthened the officialsystem to deprive of and restrict the farmers' rights; Chinesetraditional mechanisms for solving the poverty have inherentproblems which ignore the complete improvement of the rights andinterests and freedom of the farmers In order to provide a way to solve the rural poverty, this articletries to explore the essence of the phenomenon from the perspectiveof the system and give the corresponding countermeasures. Based onthe analysis of the traditional economic system which is not conduciveto farmers, we can conclude that the key of anti-poverty is to changethose systems, the core of which is to improve the rights and interestsand freedom of farmers, to upgrade and optimize the exchange rightsof farmers.
