Embedded Poverty Management:the Power,System And Village Structure In The Background Of Poverty Alleviation Project Into The Village

Poverty is a concomitant of social development,and it is also an impediment to social development.As the most powerful form of organization in the social system,the state has natural advantages and legitimacy in the governance of poverty,and it is bound to demand responsibility and responsibility for poverty governance.The current state of poverty alleviation,which China continues to promote,is a national poverty management plan based on the combination of previous poverty management results and the current poverty situation.It emphasizes the refinement of national poverty alleviation work in institutional design,poverty alleviation units,and development capabilities.A standardized and strict poverty alleviation policy has been implemented to implement poverty alleviation work so that poverty-stricken areas and poverty-stricken people can get help and development.Moreover,precision poverty alleviation is essentially the process of institutional distribution and transmission of poverty-reducing resources,and it implies the logic of implementing state power from top to bottom.Therefore,poverty alleviation work that shoulders the mission of national governance and reflects the country ' s development will actually is embedded in rural society and is part of the governance of grass-roots countries.Then,what changes have taken place in the process of the rural society' s entry into the process of embodying the will and power of the state?What effect has national poverty governance achieved in rural society?This paper proposes the concept of "embedded poverty governance" based on the research framework of the relationship between the state and society.The village Ling of precision poverty alleviation is regarded as a specific example for research and analysis.Before carrying out a specific study,we first briefly introduced the basic situation of the Ling village such as the input and construction of the poverty alleviation project,which is the premise for the analysis of the embedded poverty governance.The clarification of the changes will be proposed on the basis of introducing the basic situation,which happened in result of the the interaction between the main villages of the villages caused by the investment in poverty alleviation project.It proposes that the village's endogenous forces are gradually declining under the background of individualized changes in rural society,and the country ' s forces are embedded in villages forming new villages.From the point of view of the relationship,it analyzes that the basic forms of embedding power in the rural society and embedding the system in the two countries.Then,through the two levels of concept and practice,we concretely describe the problems encountered in the embedded poverty management field which is the logic of political development suffers from the local survival ethics,and the execution of poverty alleviation planning encounters the adaptation of local practices,which results in structural differentiation of the village.Moreover,the structural differentiation of villages is embodied in three aspects:governance structure,interest structure and relationship structure.It can be seen that the embedding of the power and institution of the National Poverty Alleviation Project resources has led to the differentiation of the village structure.There is a crisis of de-embedding in the governance of embedded poverty,affecting the effectiveness of the national poverty governance and the state's political legitimacy.For this reason,this article seeks the political and social reasons that underlying from both the state and the society,deeply interprets the dialectical relationship between national embedding and social anti-embedding,and summarizes and reflects on the optimization of national poverty governance and governance techniques.
