America is a typical legal country especially in educational system. Education couldimplement the national's will by ideal. But when we retrospect the process of American highereducation constructed, we may realize that the history of American higher education legalframework is not very long, "The Mollier Bill" could be regarded as the beginning. "The MollierBill", which was passed in 1862, as well as a series of Land-grant College Acts afterwards, holdsimportant status in the legal system history of American higher education. There has not beenspecial research on land-grant college act domestic, therefore this research had certainfoundational significance.The 19th century 60—70s is a important age in higher education of American. A largequantities of industrial and agricultural schools (represent as land-grant college)start to serve thesociety as its own duties while the traditional university start to follow the German university,diligently cause it's train pattern and development pattern adaptation society, so university's thirdimportant function—social service established. We quest for the circle of American highereducation's development by analyzing the land-grant college act. "Land-grant College Act" hasbeen defined in this article as this: Federation Congress and the function department developmentand the consummation Land-grant College been passed or edited acts, rules and regulations andall that has the binding force article. Neo-Confucianism has been adept to analyze the legislationbackground, the legislation technology, the legislation function, the legislation process, thelegislation characteristic of. Land-grant College Act. The article proposed that Land-grant CollegeAct is the initial work of American federation who intervenes the American higher educationdevelopment through the legal method. It is the new way of exploration educates whichinfluenced society develops by American federation; this new way broke through the Americanconstitution and the legal system tradition to the federation. The federation has obtained theexperience in intervention education. Solid foundation has been built for federation educationallegislation of later. The educational method research put foot on education; the education researchis the intrinsic soul of educational research. The article emphatically discussed Land-grantCollege Act's education significance. It enormously promoted the American higher education ideatransformation at that time; Land-grant College's teaching-scientific research-generalize systemvital significance which is determined by act, and proposed it is the symbol of social servicefunction establishment. The relation ship between Land-grant college act and US highereducation's popularity and the democratized at this time has been discussed. We also believed thatthe Land-grant College Act promoted the establishment of fundraising mechanism and the highereducation quality evaluate system of American higher education.
