An Analysis On The China-Russian Cooperation Mechanism In Neo-liberal Institutionalism Perspective

After the end of the Cold War, international relations were in the state of peace and development in a large environment. Exchanges among different countries were based on the cooperative manner. The development of international community has tended to multi-polarization and globalization, but in the meantime, the policy of the unipolar United States made great challenge to the developing counties, such as, China and Russia, which allowed the two countries share some common interests in political, economic, military and scientific and technological fields. Thus it seems particularly important to adopt the cooperative strategy in order to safeguard the national interests of both countries. Different schools on the issue of international relationships state their options, among which is the construction of a new system of freedom to the building of cooperation theory. The Neo-liberalism holds that the international system has a restraining mechanism. Specifically, it includes the following points of view:First, economic cooperation can prompt the national security. Neo-liberalism believes that the relationship between different counties are based on independent, self-decided, self-discipline and equal standards. It advocates abolishing all obstacles of different counties, interpersonal, capital, services and goods. The exchange of thought and goods without any barriers can contribute to the establishment of the relationship between different counties; cancel misunderstanding, and strength trust. Developing economic cooperation, which is conducive to increasing mutual cooperation and interdependence among countries, it also implies that national security can be achieved.Second, international mechanisms can be used to protect national security. Neo-liberalism believes that the strengthening mass destruction weapons increase the cost of starting war. But the extensive application of science and technology in producing and the mutual dependent relationship among different counties enlarge the cooperative interests instead of conflict. Meanwhile, international mechanisms, the international rules, and systems provide a channel to communicate and co-operate between different countries. The motive of cooperation can help them to cooperate with each other.Third, military force is not sufficient to protect national security. Neo-liberalism believes that the country which has a strong force can not bring stability to the international community, instead, will undermine international rules against peace. The military and security issues as well as international relations are becoming easing. The military threat may be in a secondary position.This shows that the relating theories of Neo-liberalism show some guidance to the establishment of cooperative relationship between China and Russia. The phenomenon of the cooperation between China and Russia and the process of the establishment of the cooperative mechanisms can be viewed from the perspectives by means of Neo-liberalism. This makes the application of Neo-liberalism in the establishment of mechanisms for cooperation between China and Russia has a realistic significance. This is the purpose of this thesis.This thesis is divided into five chapters.The first chapter mainly discusses the background of the establishment of the Sino-Russian cooperation mechanism. This includes theoretical background and the background of reality. The international mechanism of Neo-liberal studies the international mechanisms from two levels: One concerns the effectiveness of international mechanisms. It holds that that the international mechanism will restrict not only the weaker countries but also the hegemonic powers. The second is concerned with how the operation of the international mechanisms. It holds that domestic interest groups will overcome the short-sightedness and transfer part of political to international mechanism. Because in the face of frequent and bustle of uncertainty, international mechanisms can help to increase mutual trust between different countries. The international mechanism can help reduce uncertainty to promote cooperation.In addition, when there is a crisis in the international community, the international mechanism can provide models and place to dissolve the crisis, and reduce the losses to the minimum extent. All of these prompt the cooperation of international mechanism among different counties. In reality it is under the background of the Cold War, the unipolar United States plays a negative role in the multipolar world. And the influence of non-traditional security to the world is growing. China and Russia have something in common in the arrears of security, and it will prompt their establishment of the cooperation. China and Russia are undergoing efforts of re-emergence, thus the state security in all its aspects has become an important focus. Namely, only two countries cooperate in areas of common interest can they achieve the mutual profits.The second chapter introduces the present situation of Sino-Russian cooperation mechanism. This chapter discusses issues from the levels of leadership, international affairs and mutual benefit. This part explains the ideas by means of new system of the elite to the principles and rules of international mechanism, the concept of establishing of international sections, and the interests and mutual interaction.The third chapter mainly analyzes reasons for the two countries to establish cooperation mechanisms. Neo-liberalism is against the hegemonic stability, is for a multipolar world. These are congruent with the foreign policy. So it is necessary to set up cooperation mechanisms. The two countries have established a mechanism for common interests and are conducive to the development of both counties.The fourth chapter analyzes the potential univariate for the Sino-Russian cooperation. The theories of"vulnerability"and"sensitive"remind us that there are certain risks between China and Russia, particularly in the energy field, in which China is still at a disadvantage. And because of history inertia, Russia's European-orientated will affect the development of Sino-Russian relations.Chapter five mainly discusses how to strengthen the Sino-Russian bilateral cooperation mechanisms. In this respect, the two counties should strengthen bilateral understanding, expand common interests. They should share something in common in the areas of international issues, and continue to resist unipolar hegemony. It is also necessary to strengthen bilateral cooperation in the United Nations and their roles in the mechanisms of cooperation to reduce conflict and strength cooperation. The two countries should carry out regular diplomatic consultations on the current political cooperation in some major international issues. In addition to the diplomatic contacts, the leaders should meet regularly to discuss world affairs. In addition to the development of economic and trade cooperation between the two countries, they should actively participate in establishing a rational international political and economic new order. Security cooperation is mainly focused on the fields of disarmament to prevent nuclear proliferation, regional conflicts and hot topics around several issues. The two countries should coordinate policies to ensure that the interests will not be harmed.The final chapter makes a conclusion. Sino-Russian political relations are deepening, economic and trade cooperation fields are being expanded, military cooperation is developing, international cooperation and civilian exchange is expanding. All of them indicate that Sino-Russian relations will have good prospects.
