Civil servant training (CST) is a hot topic in the leader science field. Although a lot of studies about the efficiency of CST have been done, there are still issues about the efficiency of CST. In digital economy time, we need to know the meaning of the CST and the basic theory of it. After analyzing the current situation and related factors affecting CST, we find some useful resources to fulfill the efficiency model. Therefore, the topic and purpose of this whole thesis is to find the most suitable measure for the efficiency of CST.1. The significance of CST's efficiencyFirstly, the thesis analytically introduced the important function of the current CST. The cases are listed below: The increasing complicity of the domestic and international situations to carry on efficient CST; nation's growth, government order and new public service requirement to train the civil servant efficiently; civil servant ability and character needed for the training; government enhances the importance of the efficient training for civil servant to specialized talented person's need, etc. This analysis on the important meaning puts forward the research background of the thesis.2. The basic theories of CSTTo make the reader have an understanding about the topic, firstly the thesis introduces the civil servant and the content of the training; Then it gives the definition of the efficiency of CST and the standard of the usefulness.3. Introduction to the CST's present condition and the analysis of correlated factorsThe thesis elaborates the present condition of CST and conducts a factor analysis. Although our country CST obtains some improvement, there are some problems in the process at three levels: at government level, there exists some problems such as weak lawmaking , lag of encouragement ,short budget support and bad appraisement mechanism ; at the civil servant level, there exists problems such as old idea about training, hard relations dealing between the training and the work, narrow training group and the unsatisfied training requirement; at the training agency level, there also exists many problems such as imperfect teaching mechanism , incorrect teaching object, unordered organization, lagged teaching content, simple training mode and lack of excellent teachers. To study the current problems, the thesis also tries to find the related factors that affect the efficiency of training.4. Presentation of suitable solutions to obtain the training efficiencyThis part is the main part in this thesis and the author tries to present some solutions to improve the CST efficiency. In this thesis, the writer tries using the ways of management information system to build the close chain of CST to exhibit the training activity, knowing the suitable measures to improve the training efficiency; Then the thesis draws a framework of electronic training to correspond to the pace of information times; At last the writer concludes the ways mentioned above and establishes the electronic CST system to get a satisfied result to make the training efficient.On building the close chain of CST, the thesis analyzes the exact activity involved in the training to get the knowledge of better training. The training activity includes training preparation, displaying and communication, teaching and discussion, testing and resource common accessing, and at last, the appraisement. During the closing chain, the entire link corresponds to each other and cooperates with each other to make the CST efficient.In the drawing electronic (E) CST framework, the thesis puts forward, in the digital ages, to draw an electronic framework to know the operating mechanism and the opponent to plan the training. The electronic training framework describes the relationship of the training opponent and let the whole framework system operate efficiently.At building up the electronic (E) CST system, the thesis at last puts forward to build a management information system to carry out the E training platform to train the civil servant efficiently. This platform is made up with software, hardware, networks and so on. The final platform can provide online resource and transfer the training information. The point is that electronic training system can provide individualized training to satisfy the different requirement of the civil servant.
