The Research On The Serving Type Towns Government's Construction

After the economic system of our country goes through transition, the governments at all levels, especially basic change has taken place in the local government's function at the basic level. The governments of towns are government of the basic unit the most of our country, facing hundreds of millions of peasants directly, the difficult points, focal points of realizing the overall well-to-do level are all in the countryside. So, it is extremely urgent to advance the reform of governments of towns,change government's functions and structure the serving type governments of towns.This text divides four parts altogether. The first part is about the serving type government's theory and practice. I think: The serving type government that our country wants means the government's working purpose, working content, working routine and work method are"based on the people and for the purpose of serving " .It is a basic idea, regard society and the masses as the main direction, regard social management and public service as the key function, regard legal provisions as the criterion of serving, in order to realize the developing into the modern government of the basic task overallly and harmoniously of economic society and people.The second part explained the current situation, questions of government's management of towns of our country and how they influence structuring the serving type government of towns. There are four questions: the management ideas, the management system, the financial crisis and the system of assessing government's performance of towns. These problems are all to build the problem that serving type government of towns must solve, if they can't be solved, the construction of the serving type government of towns can't go on either.The third part is about the public service functions of serving type government of towns. On the functions of the serving type government of towns, the governments of towns want to create a social environment of steady, fair, sustainable development for rural development, cooperate or participate in rural infrastructure construction directly actively, offer the policy and information service for township enterprise, put up the platform for township enterprise and market, offer financial support for enterprise's development; Meanwhile, the governments of towns want to offer the high-efficient public service and public products for countryside, including offering rural social security service for the masses of villagers mainly, the ones that strengthen the countryside support parents insurance service, the society succour the system and rural medical insurance emphatically, serve for developing the countryside to educate and offer, offer the system and personnel's guarantee for rural development.The fourth part is about policy recommendations of structuring the serving type government of towns. I think: On the management ideas, the governments of towns should be changed from power government to responsibility government, from ruling the government by men to the government governed by law, from the all-round government to the limited government; On the administrative system, the current administrative system should be reformed, through changing government's functions of the towns, streamlining organizations, define the behavior of the governments of towns rationally, make the governments of towns have certain independent power; On the financial system, the duties and responsibilities of the governments of towns should be defined clearly through the financial reform from top to bottom; On training in civil servant's quality, the input into training of the civil servants of towns should increase, through perfect organ study system regularly, carry on public system of managerial knowledge train, make them upgrade the administrative idea, enrich market economy and legal knowledge, improve administrative ability; In government's performance of towns is examined, should hold and examine the value orientation assessed correctly, according to the limited government's value orientation; On offering the rural pluralistic way of public products and public service, encourage individuals, social organization to provide funds and participate in the public products and public service to supply, introduce competition mechanism, improve the supply efficiency of public products and public service.
