After the Cold War, the world was having a great change, and the Peace and Development has become the topic of the world. At the same time, the international society was having been peaceful and steady. Although the world was steady, there were some unsteady fators in somewhere of the world. Because of the terminal of the Cold World, there was the "power vacuum" in the Southeast Asia. Great nations permeated into the region continually in order to enhance their influence. At the same time, some security trouble which hidden in the region come forth. Facing such regional security environment, the Southeast countries were trying to find a new security cooperation way—the "Cooperative Security" to improve the security environment. Since the 1990s, the Southeast countries were having explored the practice of the cooperative security. Now they have achieved some, and have contributed a lot to the region.Whereas these, the author think it is significative to study Southeast cooperative security. The author hope the thesis can help people have a new cognition of it. Firstly, the author analyze the contain of "cooperative security" and compare the difference among "Balance of Power", "Collective Security" and "Common Security". Indicate the contain of the southeast security; Secondly, through the change of the exterior environment and the interior regime—the Asian Way, the author expatiates the background of the southeast cooperative security. Thirdly, the author set example of ARF to expatiate the cooperative security in the Southeast. Then the thesis discuss challenge which the cooperative security in the Southeast facing. At last the author discuss the significance of the Cooperative Security in the Southeast Asia for China.
