In the context of globalization, Non-traditional security issues are becoming increasingly prominent with closer ties between countries. Non-traditional security has been attatched more importance by scholars, but it differs from traditional security in such aspects as concept, characteristics. It is yet immature theoretically. This paper will make some preliminary analysises according to these aspects above.The so-called "non-traditional security" means security threats about which human society have known nothing or little about in the past years,. These threats refer to factors threatening the survival and development of sovereign states and human beings apart from military, politics, and diplomatic conflicts.Non-traditional security and traditional security are different in various ways as follows: different threats resources and actors; different means to sovle crisises; and different consequences. Therefore, non-traditional security has its own features : non-traditional security issues have transcend national boundaries, showsing an obviours proliferation effect; non-traditional security issues occur on a broader scale and in more diverse forms; non-traditional security issues often erupt in the form of a crisis. Anyway, non-traditional security and traditional security interact.Each country is facing non-traditional security in different ways. As far as China is concerned, the major non-traditional security threats are: economic security, environmental security, infonnation security, the spreading of diseases, population security, the hidden dangers of terrorism and cultural security. The rising threats of non-traditional security poses a severe challenge to traditional security concept so a new security concept is in urgent need for China so as to cope with and resolve non-traditional security issues. In the tide of globalization and non-traditional security, a new security concept emerged. China's new security concept is characterised with mutual trust, mutual benefit, equality and cooperation, the core of it and, fundamentally distinguish itsefl from hegemonism and power politics, reflecting in the historical conditions of globalization the strong aspirations of the vast majority of countries in pursuing peace and development. With transnational threats brought by non-traditional security problems, they can not be solved without international cooperation. The key is to respect and uphold the authority of United Nations and other global security cooperative organizations, establish a bilateral "strategic partnership", and finally creation of a "multilateral security cooperation mechanism." Dealing with non-traditional security also needa to further deepen system reform, enhance the country's overall national strength to wipe out the threats of non-traditional security. It is also necessarey to establish a sound mechanisms of national security assessments, early warning and relief, and strengthen our anti- risks capablities.
