Study On The Evaluation Of The Raise Work Of National Defense Major Students

The Navy is a knowledge-intensive, technology-intensive international modern branch of the armed forces as well as China's important branch of the services and the future prioritize branch of the services in its future military strategy policy, which will play a vital role in safeguarding national sovereignty, unification and maritime rights and etc. The navy national defense major students is the important talented person for the navy construction, this kind of talented person's raise work is an item of arduous systematic project which affected bread areas. Due to the uniqueness of the raise work of national defense major students, it has not form a complete and practical index system that carries on the evaluating and monitoring to the raise work of national defense major students recognized by national institutions yet. In order to make up the insufficiency, achieve a fair accurate evaluation and prompt effective track management to the effectiveness of the raise work of the navy national defense major students, acquire all the achievements and shortcomings of institutions in raise work, enhances the scientific nature and efficiency of the raise work, it has important significance in the building of a scientific and practical evaluation model on the raise work of evaluation model, which would improve the scientific nature and efficiency of the raise word and lead it to a high level.Based on the theory and methodology of education evaluation, the concept, direction, ideas, as well as affecting factors and the status of the raise work of the navy national defense major students is expatiated firstly, then through the comparative study on the related research, the five elements including the college's synthetic strength, the basic condition of the raise work on national defense major students, the synthetic quality of the national defense major students, the management of the national defense major students, the education and training of the national defense major students are decomposed and the evaluation index system draft for the instructive level in the raise work of the navy national defense major students is presented. Using the Delphi method, 20 experts were consulted to establish the items, relevant weights and contents. The evaluation index system and the fuzzy comprehensive evaluation model were established, including three grades: as 5 items in the first grade, 16 items in the second grade and 54 items in the third grade. Finally, four colleges in Harbin were measured with this evaluation index system, which confirmed the usability and the scientific nature of this method.
