Research On Management Pattern Of National Defense Assets

National Defense Law of the People's Republic of China, definites national defense assets, and exactly provides that the state has the ownership of national defense assets, and the State Council, CMC or other authorized organizations and institutions has the power to settle and dispose. Since the 10th Five-Year Plan, the sum of investments by the state on the national defense science and technology industry is enormous. So huge sum of investment inevitably forms a large amount of national defense assets. Thus how to enhance the management of these assets to safeguard the full and effective usage of them, and to bring the scientific research productivity into full play, has become imminent problems.At present, as the coverage and principles of management of national defense assets in the military industry area are both indefinite, many problems still exist, to some extent, which damage the national defense assets. Theoretically and practically, it's very necessary to study the strategies though thoroughly analyzing the problems, which exit in national defense assets management.This paper finds the challenges that national defense assets management faces and concludes the main problems and causes. It also studies the economic characteristics of national defense assets, and sums up the basis of "classified management". By analyzing the main body and contradiction of national defense assets management, the paper points out the core thought and guide to the national defense assets management-keeping pace with the new time. Combining with the development of present domestic economic restructuring and political reform, it presents the objective pattern of national defense assets management system, including the administration and management of national defense assets. Form the point of management system; according to each main link of the process of funds flow, it gives more suggestions of improving the national defense assets management. Then it makes the suggestion of implementing the registration system on the productivity of scientific research into national defense, which is the start point to improve the national defense assets.
