State-owned Assets Management System

This paper, based on setting forth the theory of national assets?management system, summarizes the practice and lessons during the reform of national assets?management system, and presents some mistakes as well. According to the outstanding character between the presenting national assets?management system and the traditional one, this article proposes following measures. Firstly, putting in order all levels benefit unites on national property right relation and its targets and actions. Secondly, setting up a supervision system, which has nothing to do with administration. Thirdly, reconstructing the management system to deepen the reform of the national assets?management system. Furthermore, this paper recommends a asset-mandated mode to set up the operating model of national assets.
