Research On Citizen Engagement In Public Executive

The development of modern society has cast the power heart into an era with executive dominated, not an era with congress dominated any more, which is an inevitable and real demand of democracy development. It is reasonable to say that the process of citizen engaged into public executive is very efficient to remedy the inner partiality of limited rationality, supervise the practice of government power, and enhance the quality of public service. For this reason, public engagement is not only the engine to rebuild government, but the important target of government reform and it is the inexorable trend of modern public executive reform. This paper starts from the basic theory of citizen engagement in public executive, with comment on current basic forms of Chinese citizen engagement, analysis of current situation of it, and provides the effective way to practice citizen engagement. Based on the research of theoretical construction and system planning, with mainly discussion on the basic theory of citizen engagement in public executive and analysis of the current forms and features of Chinese citizen engagement in public executive, this paper provides the effective way to perfect Chinese citizen engagement system. This paper has four parts.Part I It directly begins with the question why the citizen should be engaged into public executive. Then it analyses the concepts of citizen engagement in public executive, and reveals several views and motives of citizen engagement in public affairs. Dependant on theoretical foundation of citizen engagement in public executive, with the current situation of Chinese citizen engagement, the author mainly involves rational analysis from theory and reality.Part II It analyses the current situation of Chinese citizen engagement in public executive. At the beginning, the author reviews Chinese citizen engagement in public executive in history, and exemplifies the current forms of Chinese citizen engagement in public executive with further analysis.Part III The author analyses the features of Chinese current citizen engagement in public executive, and points out the problems of Chinese citizen engagement in public executive, system building and judicial environment, consequently finds out the method to solve such problems.Part IV With the discussion of preceding three parts, the author analyses the current forms and features of Chinese citizen engagement in public executive, this paper provides the effective way to perfect Chinese citizen engagement system.
