The Study On Citizen Participation In Public Crisis Management Of China

Public crisis management is a complicated social system engineering, its as a collective action system, there are two major categories of subsystems, namely public power as the core of the government system and the social system is characterized by network. The government leading and citizen participation constitutes the basic framework of public crisis management. Modern society, although the government is the core of the modern crisis management form, but it is not the only governance mechanism, it does not occupy or replace the citizens to participate in the important function of reality. Due to the diversity of citizen participation in public crisis management has, mutual and folk, not only make up for the deficiency of the government’s work, also through constant supervision and initiative, to ensure that the effectiveness of government decision-making, and when citizens engaged in public crisis, the more help to the construction of a mutual help common governance group.Based on individual citizens participation, community participation in public crisis management, nonprofit organization participation, for-profit organizations, media and civil-military integration type of participation as the logical starting point, combining with "Japan’s 9.0 magnitude earthquake in March, 2011" and "special action to crack down on violent terrorist activities in Xinjiang in 2014," comparing with two typical cases analysis, combing the citizen participation in public crisis management in our country the results obtained and the existing problems and the reasons for analysis. The final approach in reference to some experience, on the basis of aiming at the problems in China’s public crisis management, respectively from three aspects: government, society and citizens, crisis actively encourage citizens to participate in, to strengthen citizen participation in management; Efforts to build citizen participation in social and cultural atmosphere of crisis management; Strive to improve the ability to participate in the crisis management of their own citizens aspects proposed further consummates our country citizen participation in public crisis management countermeasures, thus to enhance the effectiveness of the mutual cooperation between each governance subjects to improve the overall effectiveness of public crisis management in our country.
