The Study Of Responsibility Of Township Government Problems And Its Countermeasures In China

Political science can't avoid the issue of state power. The research on state power isfocus on power allocation and the legitimacy of political rights. Government responsibility ishelpful for answering the legitimacy of governmental rights, and promoting the developmentof governance-theory. On the background of economic globalization and politicaldemocratization, the issue of governmental responsibility is concerned by peoples andgovernments.Currently, with the emergence of township government legitimacy crisis, the voices ofreforming and abrogating the system of township government continually grow, and townshipgovernment legitimacy is widely queried.This dissertation attempts to find out the problems and analyze the reason from theaspect of township government legitimacy. This dissertation reveals that townshipgovernment legitimacy has its limitations, and it can be divided into two types named PositiveLegitimacy and Negative Legitimacy. Besides, this dissertation reveals that there're fourproblems existing in township government: the Asymmetry problem of Power andResponsibility; negative administration; lack of Responsibility Consciousness; violation ofcivil right. And the dissertation also analyzes specific reason for each problem.Then, this dissertation proposes the countermeasures to realize the construction oftownship government legitimacy. In brief, the approach is realizing the rational replacementof the township governments' function, and identifying the optimum point on townshipgovernments' power and responsibility. In detail, positive legitimacy in the aspects ofeconomic development, social management and public service should be strengthened, andgovernment power should be restrained as well. This requires perfecting the People CongressSuperior System, establishing "sunlight government" and cultivating civil society. In otherwords, it is necessary to use all the strength of inside-system and beyond-system to standardthe running of township governments' power. In a word, the purpose of this dissertation is to find out an effective way of perfecting thetownship government system and promoting rural development, by constructing townshipgovernment legitimacy.
