Research On The Problem Of Function, Power And Responsibility Of The Township Government In The Transition Period

The grassroots township government as our system of government at the lowestlevels and the largest number of grassroots political power plays an important role inwhich forms a connecting link between the preceding and occupies a pivotal positionin China’s administrative system. Meanwhile grassroots township government is inthe front of building a new socialist countryside, directly faces the majority of farmers.On the one hand, it is as the lowest level of a regime organization in an administrativeregion, on the other hand, it plans and organizes the affairs of the region activities asthe state power, As the basic and important position of the township governmentmakes that the township government power mechanism running smoothly or not is notonly relationship in the sustainable development of rural economy and society, butalso relationship in the realization of the rights of the rural social stability.The article combining with the actual situation of China’s township governmentconstruction, basing on the environment of Chinese social transformation and arounda hot and difficult problem about the responsibilities right of the townshipgovernment during the period of transition, first analyzes the related theory ofgovernment function transformation,and has carried on the comparative analysis;secondly through analyzing about imbalance between the responsibilities and powerof the township government at the present situation which gained that the imbalancephenomenon between the responsibilities and power of the township governmentmainly has: the power of the township government is small but the responsibilities ofthe township government is important or without power, great responsibility; thenresponsibility is in the township government but power is at the county level orabove the county level and its functional departments, no form of power andresponsibility to connect with each other that leads to responsibilities and powerserious imbalance phenomenon.The imbalance phenomenon running mechanismbetween the responsibilities and power of the township government main show is "the atrophy of the power and the expansion of the responsibility", it is also that thepower of the township government is not strong enough to support its responsibilities-weakening of financial rights, lack of autonomy and control over the defect; Jobresponsibility is not clear, workloads, and a great responsibility; And then itintroduced the theory and the imbalance between the responsibilities and power of the township government in the typical western countries such as Britain, Canada and soon,and analyzed. Lastly, according to the result of analysis gained thecountermeasures and suggestions about the balance between the responsibilities andpower of the township government, it hopes to build a township government which issuitable for coordinated development of regional economy and people’s satisfaction.The article concludes that in China’s current reality, the simple discussion of thebalance between the responsibilities and power of the township government is not inconformity with the actual, pure staff reduction and institutions revocation may notachieve the ultimate goal of the balance between the responsibilities and power,researching the balance between the responsibilities and power of the townshipgovernment must fully consider the particularity of the township level government,must be scientific and reasonable to reposition the township functions.
