A Research On Public Service Of Township Government

The public service of township government is not only related to practical interest problem of township citizens, but also related to construction problem of township base installation. Especially with the accelerated process of the base installation, China enters a crucial period of deepening reform, and elevation of public service ability is related to schedule of completion goal of the whole moderately prosperous society.Therefore, the township government to increase investment in public services, and increasing the input intensity for public service of township government, strengthening public service ability of township government have become an imperative important topic of the current township government.This paper teases the current situations of public service at present,based on introduction of public goods, new public service and governance theory, regarding X Township Government of L City of H Province as examples, and representing Chinese township government.For X Township Government of L City of H Province, its construction of public service has made great achievements in the following areas:first, increase of investment in education, second, gradual establishment of medical insurance, third, continuous improvement of infrastructure,fourth, optimization of ecological tourism environment. However, based on China’s national conditions, China’s township government’s public service has many problems in environment, supply, and quality at present, which reflects that there are still some gaps between investment consciousness and substance of China’s township government’s publicservice. Specifically, for environment aspect, there are inadequate development of infrastructure, malposition and omission of township government and weak sense of participation of peasants; for supply aspect, there are insufficient supply investment and single supply method; for quality aspect, there mainly are high service coat and poor service benefit.Aiming at these problems, the author analyzes shortage and limitation of township government in the implementation and management of public service, and finds the crux from traditional environment, service principal, service procedure and fund guarantee. In traditional environment influence respect, there mainly are negative effects of cultural thoughts and low quality of township citizens and other reasons; in main function deficiency respect, there mainly are high pressure of system government, slow change of government functions and backward leading consciousness and other reasons; in process deficiency supervision aspect, there mainly are imperfect appraisal mechanism and defective accountability mechanism; in capital lack guarantee aspect, there mainly are unmatched authority and financial power, single capital acquisition channel and other reasons.Then, this article draws on the experience of public service of Western basic-level government, mainly plays an enlightening role on public service development of township government in China in the respects of diversification of subject, guarantee of funding,magnification of participation and improvement of supervision. This paper also points out that township in China should increase capital investment and innovate financial management system from the perspective of the fund guarantee; strengthen the sense of service ofleader, play dynamic role of civil servants from the perspective of the service concept; clear government function transformation, establish information feedback channel and perfect multiplex performance evaluation from the perspective of supervision and management;strengthen infrastructure construction, be good at using way of rule of law from the perspective of implementation service.
