Latin America plays an important role in American global stratagem. Many of the American diplomacy after World Warâ…¡as well as its diplomatic strategies had been put in Latin America into practice firstly, so Latin America has been regarded as the backyard of the United States and a proving ground for the U.S. to carry out its diplomatic stratagem. Cultural diplomacy engaged formally by American government is a consistent, systematic and government-involved cultural campaign which initiated by America to Latin America from the period of the President Franklin Roosevelt. The thesis discusses this cultural diplomacy from three parts: background, organizations and contents.The core of the thesis can be divided into four parts:The first part analyzes the cultural intercommunion developed by America in Latin American countries from 1880s to World War II. These cultural intercommunion campaigns of the early period were in control of private agencies and civilian organizations. Except for several Pan-American conferences, American government did not found any special organizations to develop cultural intercommunion activities.But when American joining in the Second World War, in order to enhance the mutual understanding between American people and Latin American people, cultural nexus corporation and American co-operation committee among every country had been founded, from whose activities government would involved in cultural intercommunion.The second part discusses that after joining in the Second World War, in order to refute effectively Nazi's propaganda in Latin America and serve for the war, the United States found"the Office of Coordinator of Inter-American Affairs", with the assistance of other governments and private organizations, to develop the cultural propaganda with Latin American countries. To fighting against Nazi's cultural propaganda in Latin America, broadcasting publishes and printing as well as film and so on had been taken into use. Therefore, cultural diplomacy had been engaged into American diplomacy.The third part of the thesis appraises the significances of American cultural propaganda in Latin America during the Second World War. This cultural diplomacy to Latin America enhances the mutual understanding between American and Latin American people; consolidate the leadership of the United States in Latin America; promote the combination of cultural propaganda strategies and cultural intercommunion strategies in American cultural methods.The fourth part is the summary and the influence.
