Culture has constituted an important constraint on nations'diplomatic actions and diplomatic relations. Analyzing cultural factor relative to diplomacy has been one of those significant and constructive studies in international politics. Explaining and analyzing nations'diplomatic actions and foreign relations by means of studying cultural values possesses to some extent theoretical and practical significances.The logic of this thesis is based on considering one nation as an organism with character and personality that are influenced by cultural values. It is adopted the research method of taking cultural values study as starting point to analyze nations'diplomatic actions and understand characteristics of diplomatic relations. It is drawn theoretically the conclusion from this thesis that one nation's cultural values influence and restrict its diplomatic actions, and under certain conditions, one nation's diplomatic actions reflect the characteristics of cultural values and even make impacts on diplomatic relations among nations. But in specific diplomatic practices, the refection of cultural values on nations'diplomatic actions and foreign relations is not inevitably and continuously maintained. The relations between national interests and cultural values decide whether cultural values keep their continuity of refection on diplomatic relations. When cultural values are considered as one part of national interests, the reflection of cultural values on diplomatic relations keeps continuity. To its contrary, the reflection of cultural values on diplomatic relations is non-continuous.Relative to the specific study task of the thesis, it is put forward that cultural values of U.S. and those of Latin America are essentially contradictory. When the contradictory cultural values between U.S. and Latin America correspond to their own specific national interests, the contradictory cultural values are reflected on the U.S.-Latin America diplomatic relations, which make contradiction and conflict be characteristic of U.S.-Latin America diplomatic relations. When U.S,-Latin America specific national interests and their cultural values contradict each other, the reflection of U.S.-Latin America cultural values on their diplomatic relations are non-continuous. Besides, cooperation constitutes another characteristic of U.S.-Latin America diplomatic relations. But from historical perspective, examining U.S.-Latin America diplomatic relations, contradiction intertwining with cooperation run through the evolution of U.S.-Latin America relations.
