With the development of community development and grass-root democratic and political construction, the general election of residents'resident committee, as the premise and basis of community autonomy, has attracted attention from all circles. The level of residents'participation in community autonomy is the core guideline of community construction and development. However, in the election of residents'resident committee, which has been promoted by the municipal government recently, there is a conflict between the active arrangement and shortage of residents'participation. The shortage of participation will restrict the promotion and development of community autonomy. This essay is based on the system and practical operation in 2006, adopting the approaches of observation, individual case study, literature research and the public option theory in public management to have a deep analysis of the option motivation of participants. It is considered the low relation with the interest of resident committee is the major motivation of residents'passive participation. Based on the analysis, it is suggested that under the premise of the long-term policy to cultivate urban residents'democratic sense, countermeasures should be taken into action to create more system, strengthen more interests between resident committee and local residents to encourage more residents'participation.
