The Research On The Problems Of Residents'political Participation From The Perspective Of Govemance Thoery

The 19th National Congress proposed to strengthen the construction of the community governance system and make full use of social organizations to realize the benign interaction between government governance,social adjustment and residents' autonomy.Communities are the cells of modern cities.With the grass roots society experiencing profound change,community construction and governance is of great significance in contemporary society.Residents' participation is the intrinsic requirement of community governance.The optimization of community governance is inseparable from the political participation of residents.Only by increasing the residents' political participation can we truly realize the people's housing,achieve social stability,and enhance people's sense of acquisition.From the perspective of governance theory,three aspects are summed up in this paper: diversification of governance,self-organizing network of governance subjects,the public nature of governance.The paper combines the literature research method and case study method.Also,an on-site investigation is applied in Villa District Z located in suburbs of Wuhan City,through interviewing with residents and members of Neighborhood Committees,Owners Committee,property company.Since residents here have relatively higher personal qualities and social status,research on the community political participation of residents of the villa area are absent in present studies.This paper,thus has a profound meaning for the study of residents' political participation.This paper is structured and divided into six parts as followed:The first chapter is the introduction.This part introduces the background,significance,literature review,methodology,general framework and innovation points.The second chapter is the definition of relevant concepts and theoretical interpretation.This part defines the concept of community governance and residents' political participation,explaining the main content of governance theory and political participation theory.This provides theoretical support for the following study.The third chapter introduces the main issues of the residents' political participation in community governance.This part presents the basic situation of the community Z and the four phases of the residents' community participation,problems from residents' political participation in community Z are analyzed and consequently shows that distrust and non-cooperation between residents and other governance entities,absence and disappearance of resident autonomous organizations,self-interest of residents on participation goals.The fourth chapter analyzes causes for the problems of the residents' political participation in community governance.It is mainly reflected in the system and residents' ideology.On the one hand,residents' political participation regulation and principle are incomplete as well as the political participation system is in short supply.On the other hand,there are deficiencies in the sense of residents' participation.The fifth chapter proposes ways to improve the level of residents' political participation in community governance.Only by enabling residents to achieve effective political participation,can the risk of community governance be reducing and the coherence and systematization of community governance be achieved.It is necessary to improve the residents' political participation system,develop self-governance organizations in the community,and increase residents' awareness of political participation.
