The Modern Value Of Chinese Traditional Clean And Honest Culture

Governing the party strictly and comprehensively is an important aspect of the "Four Comprehensives" proposed by President Xi,which requires a well construction of honest and clean government.In recent years,the central committee of the party formulates a series of integrity policies and norms to promote the construction of honest and clean government and makes significant achievements.However,the construction of honest and clean government is a systematic work that it must be guaranteed by systems and influenced by culture;that it needs to adopt western successful methods and inherit Chinese traditional experience.This paper aims to discuss the modem value of China’s traditional honest and clean government culture,dig the positive and negative effects of it through analyzing different aspects of traditional honest and clean government culture,and then highlights the significant value of traditional honest and clean government culture to modern integrity construction.The body part of this paper is divided into four parts.The introduction part states the background and significance of the study,the research situation at home and abroad,the research approach and methodology,the contribution and drawbacks of this research.Chapter One analyzes related concepts and theories,introduces the concept of honest and clean government culture,the concept of traditional honest and clean government culture and related theories of the construction of honest and clean government culture respectively,and then it analyzes the constitution and function of honest and clean government culture.Chapter Two first systematically discusses China’s traditional honest and clean government culture from three aspects:basic system,communicative carrier and core ideology,and concludes the basic system of China’s traditional honest and clean government culture in such four aspects as selecting-officer,supervision,assessment and punishing-corruption,then summarizes such core ideologies as people-oriented thought,virtue-based ideology,self-cultivation method,and professional integrity.Besides,it also analyzes positive effects of some carriers such as home instructions,poems,and Chinese opera on the spreading of China’s traditional honest and clean culture.Chapter Three judges China’s traditional honest and clean culture from pros and cons.It concludes some positive factors:regarding people-oriented thought as the guideline for the governors to plan matters and execute authority;taking measures with equal emphasis on laws and virtues in social government;setting self-cultivation and self-discipline as fundamental norms for governors;regarding "judging honors and shames" and "knowing good and evil" as moral and manners of the society.It also summarizes some negative factors,such as:moral instruction based on "people are basically good";hierarchy concept of "stressing compliance and ignoring equality";bureaucrat oriented consciousness of "authority supreme";ancestral idea of"appointing people by favoritism".Chapter Four discusses the modern value of China’s traditional honest and clean government culture based on the above parts,proposes that to construct modern integrity government,it is important to focus on the governors’ ethics,promote thrifty,enrich the content and form of the construction of honest and clean government culture.At last,the content of the paper is summarized and looked forward to in the Conclusion.
