The Construction Of Chinese Government Credit In The Period Of Social Transition: Problems And Countermeasures

The government credit has a evolution from tradition to modernity, in a sense, credit is a product of the develoment of modern democratic politics, playing an important role in social and political life of modern society. It is the base of benign operation of social order, and is an important prerequisite for guiding the sustainable development of society. The development of modern society needs a credit government for escorting. But in the period of social transition, influenced by many factors, the whole situation of our government credit is not optimistic. Lack of government credit has hindered the healthy development of the socialist market economy. Speeding up the construction of government credit is being needed strongly. For this reason, more and more government credit issues are concerned to the community. The research achievements in this regard have emerged largely.This article is based on the existing research results, summarized the content of'government credit', made the position and role of government credit in the process of the construction of Chinese socialism more clearly, researched the objective and subjective factors the construction of government credit needs, so as to make a number of recommendations for the construction of government credit. Due to the characteristics of government credit, the construction of government credit has been in long-neglected state. Central leadership has gradually come to realize that the government should be an example of credit. In a country's economic activities the government often play a'demonstration'role. Their behavior is very easy to arouse the public's attention to emulate. The existence of possibility that people emulate such government actions makes the government behavior usually has amplification effects. This is not a problem of short-term economic losses, but the long-term loss of credibility. So we must build the credit system in guide of'The Three Represents'in order to strengthen the construction of government credit.At present, China is suffering three challenges which is the market economy, WTO and the information era. Facing these three major challenges, the construction of government credit not only needs incentive and restrictive systems based on the public rules, but also depends on the efforts of government in promoting the construction of government by law, the transparent government construction, official occupational ethic construction, credit mechanism construction, transforming the government funtions, especially in credit mechanism construction, we should focus on strengthening trustworthiness incentive mechanism, building a penalty mechanism when one breaks a promise, a warning mechanism when the credit level is declining, and a mechanism for evaluating the government credit. In summary, we must build a credit system with Chinese characteristics as soon as possible to ensure our country take good management in politics, economy, culture and social arrairs.
