The Research On The Right Of Fixing Price In The Public Production

Public products have three basic characteristics: indivisibility in utility, non-competitive in consumption, and non-exclusive in benefiting, so unlike the private products which can be provided through the market, the public products can only be supplied by the government. But, the domain for the government to provide the public products also has its own dimensions. Firstly, the private are unable to produce these products. Secondly, the private are not willing to produce these products. Thirdly, the consumers do not agree to the private production of products provided by the government.At present, the government is the subject in pricing the public products. The legitimacy of the price of public products set by the government is determined by two factors, the one is whether the power of the government to price public products is lawful, and the other is whether the power of the government to price public products is exercised legitimately. The latter asked the government not to expand powers border, not to interference with the market mechanism, and to exercise the economic power symmetrically. Power comes from commission, and there is a symmetry relation between clients and trustees. Similarly, members of society and state organs are symmetrical in pricing the public products.The right of fixing public production price is an economic right, a public economic right should be shared by government department and social members(social organization and civics) together and an economic right shared with public with public system. So the main part of right for fixing price should not be localized on government, but should be shared with government, parliament and social members tighter. The so-called public system is parliament, which is a location of to play a game of "go" chess of social members to choose the model and system of social public managing, as the location of harmonizing and in-between of interest between public and government, the parliament supplies the chance of bargaining between public and government. The process of fixed public production price by government is a process of decision-making of public economy. Economic decision-making should be made by system of bargaining, which can ensure its rationality and veracity.
