It is very not well at the increasingly spirit cultural demand of the masses of villagers, and return the very big margin to cultural construction target of new socialist countryside construction. Taking Hong-yan Village of Gong-cheng County in Guang-xi Autonomous Province as an example, the present author analyzes the concrete condition of cultural construction in this part. In part three: The present author analyzes the reasons why cultural construction of new socialist countryside construction. These reasons are various. From the viewpoint of local government, they are cognition shortage and value un-enough, culture mechanism unreasonable and culture work thought unreasonable. From the viewpoint of the villages, they are village's organizes function weakening, village collective economy weak and culture facilities formalism. From the viewpoint of the villagers, they are limited income, lower character and cultural talents outflows.In part four: The present author studies the measure cultural construction of new socialist countryside construction. The cultural construction is a system engineering of the harmonious village.
