Abstract/Summary:
The CPC's Fifth Plenary Session of the Sixteenth Central Committee has proposed the historic mission of building socialist new countryside. In the new situation, the key to socialist new countryside construction is the talent. Because of city-rural dual structure in China, a large number of rural elites swarmed into cities and made a significant contribution, leaving the rural districts in poor governance condition. On the other hand, with severe employment situation of college graduates in recent years, it is imperative to guide the flow of urban professionals and other development factors to rural area. The "little village official" will be the leaders of Chinese socialist new countryside construction in the future. Since 2005, series of related measures issued by the Government have drawn wide attention on the "little village official" plan.This paper is based on the national "little village official" sample survey in 27 provinces, including 300 valid questionnaires and many interviews. With a theoretical analysis framework which consisted of human capital, social capital and psychological capital, together with the "little village official" survey and evaluations of village cadres or villagers, the study analyzes individual characteristics, work and life status, as well as the effects of the "little village official" in socialist new countryside construction. In order to provide empirical evidences for this plan, the study also explores influencing factors of the effects with Factor Analysis and Multiple Linear Regression.The conclusions show that factors of village interactions, working capital, self-efficacy and emotional intelligence have a significant impact on the "little village official" plan, and moreover, the impact demonstrates a geographic difference. Therefore, we should provide the "little village official" better working environment, management and training to make them the professionals in socialist new countryside construction; by the system design, the Government ought to solve the identity and future problems for the "little village official", thus they will be capable of working in socialist new countryside construction for longer time, making more contribution or remaining in better position-flowing condition.
