Throughout the past30-plus years of continuous exploration for reform and opening-up,China has made new and major achievements in all fields of country’s work. On the otherhand, Chinese political, economic and social developments are still unbalanced. Thedevelopment gap between urban and rural areas and between regions is still large. Ourcountry still does not cast off backward situation of rural areas. In order to solve the problemsconcerning agriculture,rural and farmers thoroughly and build a harmonious society, theParty Communist has put forward the idea of construction of new socialist countryside, andhas made it as a great and long-term historical mission. Hence, our rural ideological andpolitical education will face new opportunities and challenges. At present, along with thenumber of college-graduate village official increasing rapidly, how to make college-graduatevillage official give full play to construction of new socialist countryside and rural ideologicaland political education, which has becoming an important issue. Therefore, this paperattempts to analyses the current situation of rural ideological and political education,from thethree perspectives of practice demand, theory demand and college-graduate village official,toenrich theory and practice of rural ideological and political education, and to promote thecollege-graduate village official give full play to the intrinsic value.This paper is divided into six parts: the first part expounds the background of writing thispaper, the research status at abroad and in China and the value of research and maininnovative points. The second part interprets the definitions of construction of new socialistcountryside, farmer, college-graduate village official, and expounds the relationships amongthe three definitions. The third part is the theoretical basis which includes Marxism theories,western theories, such as Maslow’s hierarchy of needs theory and political socialization, andChina traditional theories. The forth part analyzes the present problems and reasons of ruralideological and political education in construction of new socialist countryside. The fifth partputs forward seven countermeasures, which including how to improve the status and value ofrural ideological and political education, how to enrich theory content of rural ideological andpolitical education, how to strengthen the mechanism construction of rural ideological andpolitical education, how to strengthen the material basis of rural ideological and politicaleducation, how to strengthen the construction of rural grassroots party and government organizations, how to make the college-graduate village official give full play to realizingown values, and play the joint effect of rural ideological and political education. Finally, thesixth part is the conclusion and prospect.
