On Deng Xiaoping's Leader Shifting Idea

The shift of leader is a thomy problem that we have to solve in thehistory of international communism movement. And this problem is notperfectly solved even by Lenin, Stalin, and Mao Zedong. However, DengXiaoping proposed a systematically scientific idea of leader shifting andput it into successful practice through arduous exploration of theory andpractice. But it has quite a long road to go to standardize and legalize theshift of leader in the socialist countries. Deng Xiaoping's leader shiftingidea points out the way for us. It is meaningful for our Party and countryto reflect on the course of history in which he solved the problem and toexplore the successful experiences.On the basis of the fruit of the study we already had, this paper,using the way of comparison and analysis as well as linking theory withpractice, explored Deng Xiaoping's idea of the shift of leader on threesubjects.Chapter one mainly discussed the course of history, objective basis,practice basis, and philosophy basis of which Deng Xiaoping's idea ofleader shifting formed from three aspects, i.e., the need of theconstruction of socialist modemization, each country's experiences andlessons of practice explored for leader shifting and Deng Xiaoping's ownfactors. Chapter one considered that the form of Deng Xiaoping's idea ofleader shifting has its own inevitability of history.From the point of view of historical materialism, chapter twoanalytically summed up the main contents of Deng Xiaoping's idea ofleader shifting from his work and the facts of history, e.g., the shiftingview between the new and the old, the standard of leader, retirementsystem, election system, shifting system, theory of the core of leadershipand the construction of system, and so on. Chapter two believed thatDeng Xiaoping's leader shifting idea has the character of systematic andscientific. Beginning with the history of the international communismmovement and Chinese different phases of development in history,chapter three compared and analyzed the status of Deng Xiaoping'sleader shilling idea in history. This chapter held that Deng Xiaoping'sidea solved this thorny problem in the history of internationalcommunism movement. This idea inherited and deepened the leadertheory of Marxism and Leninism. It also provided lots of inspirations forimproving the leader shifting system in socialist countries.
