In the study of Principles of modem political science, sociology together with management, Marx. Weber's name can't be ignored, who brings forward reasonable bureaucracy that is the most all-round, systematic and authoritative when it comes to the concept of the bureaucracy. Though bureaucracy is essential, from the angels of scientific construction or academic research, Weber's reasonable design has its strong points, while being carried out in the difficult position in a real World, it's a different story for people. From ethics visual angle, the thesis studies bureaucracy, ponders on the dissimilation situation of people in bureaucracy and bureaucracy's destroy to human nature as well as dissimilation state of bureaucracy itself, so to reveal out the ethical defect that exists in Weber reasonable bureaucracy, discuss the cause that leads to administrative person's ethical dilemma in bureaucracy and tries to find out the countermeasure stepping off difficult position. Mainly from four theory tiers, the part comments that the bureaucrat order-obeying character leads to the public administrator can't take responsibility; the characteristic of mistaken personification has confined people's liberty; Technology responsibility replaces morality responsibility; "The gear wheel spirit" has strangled people's pioneering spirits.Partâ…¢is to put people in concrete social environment, combining with cases, from practical tier, describing behavior of public administrator in bureaucracy so as to sums up ethical difficult position that public administrator may face in bureaucracy. Mainly combined with the second part's theory, this part is to make the abstract ethical defect visual and concrete. Partâ…£is not only the main part of the thesis, but also be an innovative one, namely, the countermeasure to break the reasonable bureaucrat ethical difficult position. Author's countermeasure is to analyze from outside and inside approach, outside approach is to improve Weber's reasonable bureaucracy, some aspects should be rebuilt such as organizing structure, organizing way and so on. Inside approach is specifically for individual in bureaucrat organization, makes individual mold become the moral public administrator. At first, the author has set forth two approaches that explore to make the moral public administrator successful, one is outside control, the other one is inside control. Molding the moral public administrator is a long, sustained project that can't be realized overnight. The author is not in favor of the outside control, namely the administration ethics legislation and institutionalization ,the author advocates the inside control, that's to say, on the basis of training contract spirit, perfecting administration personality, keeping the public administrator' ethical autonomy(bringing public administrator 'free choice right into play), priority is to discuss how to make the public administrator have the sense of morality responsibility and how to realize the public administrator' morality responsibility, in this part, the author also discusses the action plan that can be used by public administrator while facing the ethical problem.
