With the development of market economy, immorality in the field of public administration becomes increasingly an obstacle to achieving public interest. As a way of solving the problem, enforcing rule of the law has been taken seriously with a rather systematic establishment of its theoretical system. Morality, on the contrary, has often been regarded as a soft way lacking of effectiveness. Therefore, ethical education in public administration has been significantly ignored. In the contemporary China, ethical education in public administration is still in a primary stage. Its goal is not clear enough, its content is not systematic while its means is not innovative.Against this background, the thesis gave a reflection on the core of ethical education and curriculum arrangement, starting from the dual dimensions of administrative ethics and the public administrator's self-determination, with an eye on the sources of foreign experiences. The thesis could be divided into the following four parts:The first part was an interpretation of the concepts concerning ethical education of public administrators. I explained in this part the connotation and extension of the concept of public administrator specially defined in this thesis, analyzing the different roles it plays in different theories, and then offered an elaboration of the connotation and the dual dimensions of administrative ethics.In the second part I mainly analyzed the theoretical and practical circumstances which make ethical education of public administrator necessary.The third part discussed the core and the principle of ethical education of public administrator. I argued with this part that the core of ethical education is to develop a democratic administrative personality with the characteristics of self-determination. I then analyzed the structure of the moral psychology for this personality and its formulation, concluding with a discussion of the principles of ethical education in public administration.In the final part I presented a predictive proposal for the levels and curriculum arrangement of ethical education. I argued that ethical education in public administration could be divided into public morality education and professional morality education levels, based on which, I tried to design the goals, the contents and the methods for curriculum arrangement.
