The key to build up a harmonious society lies on the rural area, because China is a big country in terms of agriculture. Most of the Chinese population dwells on the rural area. Only if the rural area is stable, the country is stable. No prosperous rural area, no prosperous country. Rural area basic level democratic political construction, concerning the stability of ruling stance of the Party and the construction of the basic regime, is an important field for the Chinese democratic political development. Concerning the stability of the rural area and the development of the agriculture, it has an essential influence on the whole construction of the Chinese modernization and the situation of constructing socialist harmonious society.As an important content of rural area basic level democratic system construction, the development and improvement degree of the villager self-governance has become one of the important symbols to weigh basic level democratic construction in this country.
