Research On Village Committee Elections Under The Villager Self-governance

Report at the18th CPC National Congress indicates,"We should improve the mechanism for community-level self-governance under the leadership of community-level Party organizations to make it full of vitality. We should broaden the scope and channels of such self-governance and enrich its content and forms, with the focus on expanding orderly participation, promoting transparency in information, improving deliberation and consultation on public affairs, and strengthening oversight of the exercise of power, to ensure that the people have greater and more tangible democratic rights." It shows that the Party and the government have treated the villager self-governance as an important work. As the foundation and prerequisite of effective implementation of villager self-governance, village committee election is undoubtedly the most important concern of the Party and the government. However, with the continuous development and improvement of community-level self-governance, despite the village committee election’s remarkable achievements, there are also some significant issues to be noted. Therefore, this paper takes Chengguan Town, Qi County, Henan Province as the case study, makes field survey and interviews, finds out the existing problems of village committee election, and proposes novel and effective suggestions.First of all, this paper defines and analyzes the related contents of villager self-governance and village committee election, summarizes the basic principles and historical evolution of village committee election, and points out the important roles of village committee election, namely, gradually realizing the villagers’ interest demands, effectively implementing the villagers’ political rights, and continuously reforming concept of power of the village cadre.Secondly, to better highlight the theme and make the paper more convincing, this paper focuses on analyzing the survey results of the village committee election, proposes the problems and reasons for village committee election, namely, unclearly divided responsibilities of two village committees, entangled status and role of the township government, weak legal sense and lack of democratic consciousness.At last, based on a series of surveys, analysis and summaries, this paper puts forward measures to improve the village committee suggestions, that is, the innovative election mode to further standardize the procedures of village committee election; improve the monitoring system of democratic elections, and strengthen the democratic supervision; enhance the democracy and legal system, improve the bid environment for the implementation of villager self-governance; give full play to the guiding role of the government, and disentangle the relationship between two committees.
