By studying neoconservatism, which is more active currently in the United States political arena, this thesis, basing on the close relationship between liberalism and conservatism, identifies a historical map of its concept; creation; development and its influences on American foreign policies after the World War II; puts emphasis on analyzing the influence of foreign policies of Bush Junior (George Walker Bush ) administration, explains why neoconservatism can bring about such great influences on American foreign policies in very short time and also predicts its development in the future.Because Bush Junior himself is influenced by neoconservervatism deeply in political concepts and foreign policies, the neoconservatives were subjected to heavy use in Bush Junior administration and affect inside and outside policies that were established and implemented by the American administration, especially in the field of the foreign policies .The foreign policies and propositions of neoconservatism are expressed fully in Bush Junior administration. In order to adapt to the changed domestic and foreign circumstances, there are some differences between the second and the first session of Bush Junior administration in distinct foreign policies. However, the situation that the neoconservatism reigns over the U.S. administration and the American policy is still controlled by the neoconservatism will remain unchanged.The birth and development of neoconservatism, and its status and influence on current America is the compound product of American religion, reality, economy, liberalism and other factors. At present, though the neoconservatism, which has the defects that can not be conquered because of the theory itself and the lapsus in the process of strategic establishment and implementation, gets criticized and dissatisfied by many people home and abroad, even from the internal, its influences on American foreign policy will remain for a time, and its policy concepts won't change essentially. The variety in foreign policy is just a kind of strategic adjustment.
