Budd ing in late1960s and early1970s,American neoconservatism is a kind ofpolitica l thought represented by American neoconservatives philosophica llyrespond ing to American politics of 1960s and 1970s.This paper ma inly casts light onthe background, ma in contents, its influence and limitaions of neoconservative foreignpolicy formed after September 11.Due to the complicated influence of internationa l structure's"One Superpowerand Severa l Powers", September 11 incident, American"Manifest Destiny"andBush's"Compassiona te Conservatism", its foreign policy is not only welcomed byAmerican people, but also implemented by Bush administration .In the area of foreign policy, depending on theoretica l ma insta ys—"New Empire"Theory and"Unipolar World Structrue"Theory, neoconservatism extremely advocatesnational power, actively promotes America n democracy and values, pursues"unilatera lism"and puts forward the guideline of"preemptive strike"against terroristorganizations and the nations seeking WMD.The Iraq War symbolized the peak of neoconservative influences upon Bushadministration's foreign policy. But it resulted in ma ny serious consequences , such as,American"soft power"declining greatly, America caught in The Iraq War, therelationship of America and Europe worsening and so on.Meanwhile, it also revea ledthe limitations of neoconservative foreign policy, such as the plight of promot ingAmerica's democra cy and values, ideologica l confusion, unilatera l paradox and theillega lity of"preemptive strike".
