The establishment of the national judicial examination system in People's Republic of China has great significance to the development of justice. By reviewing the history of development of judiciary examination system at the end of Qing Dynasty, this article intends to provide some ideas for construct of the current national judicial examination system for reference.Selecting judges by examination system is one of the important substances of judicial reform at the end of Qing Dynasty. The system of selecting judges at the end of Qing Dynasty went through the process from selecting based upon experience and longevity at random to selecting based upon examination. Experiment on judges in Tianjin, examination for judges in the second year of emperor Xuantong and examine for in-service judges in Beijing and Northeast constitute the major coverage of examination for judges at the end of Qing Dynasty. Although the full view of examination for judges failed to revealed, the examination for judges is also of great importance. The examination for judges at the end of Qing Dynasty is the result of development of thought of judicial independence in legal reform occurring at the end of Qing Dynasty and also constitutes the system to safeguard judicial independence, thereby having a great effect on the judiciary examination happening in Republic of China and yet providing some ideas for the current national judicial examination system for reference.
