The Study Of Humanistic Tendency Of Public Policy In The New Era Of Our Country

Public policy is closely related to the country's development and the harmony and stability of the society. Therefore,its value tendency becomes the key principle of its making and implementation. Since the opening-up, especially since the 1990's,our country carried out the strategy of"Efficiency comes first, fairness is considered."in the process of changing from the traditional economic policy to marketing policy. The value tendency wins the great economic progress for our society. However, at the same time,it itself faces huge difficulties and brings about a series of social problem,such as unfair income distribution,regional difference and difference in all walks of life. Furthermore,the gap between the rich and the poor is being widening. The problems existing in education,medical service,agriculture,peasants,Rural Areas, environment and resource have not been resolved. All these mentioned-above seriously distorted the socialism development with Chinese characteristics and badly affect the harmony and stability of our society. In pursuing the harmonious social construction today,the public policy in our country must carry out the change to modernity,that is, it must follow the direction of putting the human fundamental and must change from"Efficiency comes first, fairness is considered"to"Efficiency and fairness are equal and more efforts are put on fairness."A series of powerful measures are also greatly needed. Only in this way can all the difficulties which appear in the road to modernization such as unfair income distribution,the gap between the rich and the poor, resources and environment be solved. Our choice,which is necessary in the process of modernization,of putting the human fundamental in the area of public policy is based on our deep humanistic tradition of our country and the successful experience of some western developed countries which have been developing stably. This choice not only means a lot to the implementation of"Three Representatives", but also shoulders the theoretical and realistic importance of developing our society scientifically and constructing the harmonious society.
