Lenin's Thoughts On Supervision Within The Ruling Party

It was during revolution and construction practice that Lenin put forward and developed his thoughts on supervision within the party. When Russian Social Democratic Labour Party (Bolshevik) was initially established, the hard revolution condition essentially was silent supervision within the party. After the February Revolution, the party became a legitimate political party. How to institutionally strengthen supervision within the party under a peaceful environment became an important problem which Lenin concerned. Therefore, the sixth congress of Russian Social Democratic Labour Party (Bolshevik) first clearly stipulated that inspection committee should be set up in the party in it's constitution, "devoted to inspecting the Accounting Department and all undertakings of the Central Committee." After the victory of October Revolution, Lenin had wanted to set up the direct democratic state regime similar to the Paris Commune, but the special condition in Russian compelled Lenin to change his original intention, had to execute the system which the party representing the people manages the state. When on behalf of the people managing the state, the party continued to use the highly centralized management system which formed in the war years, and the bureaucratic phenomenon of abusing power, separating from the masses emerged. In order to enable the party to adapt to the condition, Lenin attached increasing importance to supervision within the party, and he focused on discussing how to reinforce supervision within the party in the essays before his death.On the basis of having carefully read Lenin's works and relevant information, I carded Lenin's thoughts on supervision within the party and considered Lenin's thoughts on supervision within the ruling party formed during summing up the ruling experiences and lessons of Russian Social Democratic Labour Party (Bolshevik). The main train of thought is reinforceing the democratic supervision function of congress of the party, establishing a "model" supervision department, absorbing ordinary outstanding party members to join the Central Supervision Committee and expanding the power of supervision within the party, improving the quality of staff working for the Supervision Committee and enable them to excellently take on the work of supervision within the party.Although Lenin's thoughts on supervision within the ruling party formed and developed during the short six-year ruling practice of Russian Social Democratic Labour Party (Bolshevik), having clear brand of the times and historical limitations. but looking from the long process of history ,many of his thoughts are showing the radiance of truth and still have important enlightenment functions for strengthening supervision within the ruling party. I think Lenin's thoughts on supervision within the ruling party give our country enlightenments, which are perfecting congress system of the party and bringing into play democratic decision-making and democratic supervision, reinforcing Supervision Bureau's authority and relative independence, further integrating democratic lives and forming the environment of democratic supervision in the party, establishing clear regulations of rewards and punishments, improving the inspectors'capacities, especially enhancing the leading cadres'moral qualities.
