Combination of constitution and culture is the outcome of the development of human society to a certain stage; the constitution culture is a historic process to precipitate with coagulation, the development of constitution and culture of each stage has its new contents and characteristics. Since 1990s, political democratization, the tide of legal globalization and predominant anti-terrorism war in the United States which puts forward the democratization of Middle East nations progress, have pushed the spread of constitutional thinking around the world and the transplantation of constitution, so that the traditional thinking method in former constitutional culture and old systems have been overthrown, meanwhile something new have been introduced in world constitution culture.
