The administrative personality is the unique body and mind characteristic when administrators carry out official businesses. It is the qualifications which the administrator exists, and the administrator's essential characteristic which the system of administration commands, meanwhile the administrative personality demonstrates the administrator's value and the dignity. In some sense, the administrative system has a fundamental influence to the formation and development of administrative personality. The influences include the followings: the role consciousness which administrator obtains by the system is the foundation of administrative personality's production; the administrative system provides administrative personality the value guidance; and the stipulation of administrative system to the administrative person right is the premise of administrative personality independent. The administrative personality conflict refers to psychological and the behavior aspect contradiction or the chaotic condition when the administrators carry out official business. According to some standards, it may divide into the organization attachment and the individuality independent conflict and the right personality and the authority personality conflict apparent administrative personality conflict, as well as the administrative person psychology contract violates in hiding administration personality conflicts two big kinds. In essence, the administrative personality conflict is the unification and opposites between administrative freedom and administrative principle as well as the limit of standards. On the one hand, the administrative personality conflict may have the negative effect such as making the administrative personality fission, chaotic and even loses and so on; on the other hand also it has positive effect on rectifying administrator's behavior, raising the administrator's level of understanding and improving administrator's personality environment.We can find that the flaw of administration system is the root of administrative personality conflict when we examine the administrative personality conflict from the aspect of administrative system which influences deeply the molds of administrative personality. They mainly are biases of the administrative system theory suppose in advance This result in the existence of administration personality conflict gene at the beginning of the administrative system establishment; At the same time, administration person role cognition chaotic which results from low coupling caused by the different level, between department's system as well as the official administrative system and the government "dive the rule" gambling, specially the administrative system value orientation contradictory has become the main origin of administrative personality conflict. The violating of administrator psychology contract is the direct performance of administrative personality conflict which result from the distortion of administrative system implementation mechanism such as the official drove the machine-made function dissimilation and the achievements appraisal mechanism constitutive property. Therefore, the adjusting of administrative personality must innovate in three flaws that the administration institutional framework exists.
