China’s non-governmental women’s organizations Contact the broad masses of women, social organizations play a huge role in the realization and safeguarding the legitimate rights and interests of the groups of women and promote equality between men and women. But after the reform and opening up, the development of China’s non-governmental women’s organizations face many problems:too few, registration difficulties, lack of funds, poor independence, the slow development of non-governmental women’s organization, is seriously lagging behind in socio-economic development, can not meet the needs of the majority of women’s groups. Faced with these problems of non-governmental women’s organizations, must be sought from the system solution.In this paper, the research is about the non-governmental women’s organization, and the non-governmental women’s organizations institutional development and innovation. First of all, the elaborate system of non-governmental women’s organizations and institutional innovation theory, combined with the actual situation of China’s non-governmental women’s organizations, the development of the institutional environment, path dependence and institutional evolution way. Secondly, through access to a lot of literature and yearbooks, local history, government policies and regulations, pointed out its problems facing legitimacy, lacking of social supervision mechanism system. Third, for the non-governmental women’s organization proposed in this paper to solve the existing problems through institutional innovation system of government innovation and support institutional innovation to strengthen non-governmental women’s organization system construction, and building a new cooperative relationship of government and non-governmental women’s organizations. Finally, the paper selected the Shanghai YWCA as a case study object, understand and analyze the messages by telephone interviews and data collection, as well as the relationship with the government. The Shanghai YWCA recognized by the resources needed for development, public and government sector through institutional innovation, and assume a more public projects, with reference to the construction and development of other non-governmental women’s organizations.
