Ordinarily speaking, the e-governance was regarded as a tool to promote office automation. The work without paper in office equals to e-governance. The real essence of e-governance– government information disclosure was thought unimportant. With the construction of government information disclosure system, this paper studies the e-governance in the aspect of e-government. This is the transformation from traditional government to constitutional government, which means a lot to Chinese government reform theoretically and practically.From a comparative perspective, on the analysis of some websites in China and America, this paper forwards a rather new direction and framework on the following three aspects—government to citizens, government to corporation, government to government. The aim is to make it clear that in an e-governance era, a perfect network space should create an institutional platform for freedom of government information. However, in China, when vertical hierarchy system enters into the e-governance, the original"chimney-style"process was also brought into the software process. The information symmetry among government, corporation and the public has not been established.From the relationship between government and citizens, for the lack of the regulation of information publicity, it is difficult for citizens to participate into the process of policy making; From the relationship between government and corporations, for the asymmetric information, it is difficult to transform from vertical integration to cooperative partnership; from the relationship between governments, the information monopoly produced within"departmental politics"resulted to the dual structure of vertical level and horizontal function in government departments.How to establish a symmetric information system, and thereby break the hidden circumstance of governmental power? The paper still studies the institutional path from three aspects as government, corporation and citizens.From the relationship between the government and citizens, this paper plans to promote the opening of governmental information from two stages. In the first phase, deepen the connotation and denotation of"administrative information disclosure". Deepening connotation means that for those local governments with freedom of information, "administrative information disclosure" should realize equity, effectiveness and"rule by law"; Deepening denotation refers to expand disclosure scope, e.g. major decisions, financial statements, budget balance, and so on. In the second phase, the local information law should be transformed to national law. With the same importance is the regulation of administrative documents preservation. On this basis, the national and local archive of administrative instruments should be established.In the relationship between government and corporations, relevant laws on corporation information disclosure should be made out to transform the government-to-corporation relationship from "vertical style" to" cooperative style ". The mode of government purchases was transformed from current BOT model to PFI. On the base of government and corporation information disclosure, the government changes its role from owner of public goods and operator of assets into purchaser of services.From government-to-government relationship, relevant laws for the activities of e-governance should be formulated and perfected, urging government-to-government information resources from the monopoly into balance, and achieving the conversion of government structure from vertical to flat.The paper further forwards that e-governance is an administrative reform and an information restructuring based on management reprocess. E-government is a constitutional government. It is a profound reform for government itself. The goal of Chinese e-governance is a government with public participation and sharing of public power.
